GENERAL MISSIONS DEPARTMENT
Objectives and Purposes
The organisation exists to serve humanity in the spirit of Christian love and compassion, with a commitment to holistic transformation and community development. Its objectives and purposes include the following:
1. Compassion and Community Care To extend care and support to orphans, the underprivileged, and vulnerable communities through humanitarian initiatives, housing assistance, healthcare services, rehabilitation programs for substance abuse victims, and other welfare activities. The organisation is also committed to sharing the Gospel and demonstrating the love of Christ through practical service.
2. Preservation and Empowerment To preserve and promote the culture, identity, heritage, and languages of indigenous and marginalised communities, while working toward the upliftment and empowerment of disadvantaged peoples and societies.
3. Human Rights and Holistic Development To promote peace, harmony, justice, and mutual understanding among all people; to uphold fundamental human rights and religious freedom; and to contribute toward the holistic development of individuals and communities socially, morally, spiritually, intellectually, and economically.
4. Education and Public Welfare To establish and support educational institutions, libraries, training centres, seminars, and skill-development programs that contribute to public welfare, knowledge enhancement, and community advancement.
5. Publications and Media Ministry To publish, print, distribute, and promote Christian literature, magazines, educational resources, and other publications on a non-profit basis through printing presses, digital platforms, and related media services for the spiritual and social enrichment of society.
6. Relief and Rehabilitation To provide relief, rehabilitation, and assistance to individuals and communities affected by poverty, disasters, crises, and other hardships, regardless of race, tribe, language, or religion.
History and Administrative Structure of the Missions Department
Establishment of the Missions Ministry
With the establishment of the new Mizoram UPC on 1st April 1995, the Missions ministry was organised not as a separate department, but as a unified Missions Board. At the local Church and Sectional levels, the ministry functioned under the supervision of the Church leadership.
The office bearers during the formative years were:
• Chairman: Elder Z. Lalzidinga (L) (1995–1997)
• Secretary: Elder F. Vanlalrema (1995–1997)
• Treasurer: Mrs. Vanlalmuani Sailo (1996)
Formation of Home and Foreign Missions
During the General Assembly of 1997, the Missions Board was officially divided into two wings:
• Home Missions
• Foreign Missions
Subsequently, the General Assembly of 1999 clarified the operational boundaries of the two divisions:
• Mission works within India were placed under Home Missions
• Mission works outside India were designated as Foreign Missions
Transition into a Full-Fledged Department
Recognising the growing scope and importance of mission work, the General Assembly of 2003 resolved to strengthen the ministry's organisational structure. It was decided that Missions would no longer function solely as a Board but would be established as a fully functioning Department.
The Assembly also resolved that:
• Complete office bearers should be formed at both the Section and Local Church levels.
• At the Area level, a separate Missions Department would not be established.
• Every Area should conduct an Area Missions Revival at least once annually.
Accordingly, from 2004 onward, the General Missions Department began operating from its own office within the Mizoram UPC Office Building and gradually developed into a fully organised department.
Missions Manual and Organisational Development
To ensure greater clarity, accountability, and systematic administration, the Missions Manual was first prepared in 2017. A revised and enlarged edition was later published in 2020. In 2026, further amendments were incorporated to align the manual with the evolving global context and with amendments to the Mizoram UPC Constitution. As a result, the Missions Manual continues to be updated and strengthened to meet contemporary ministry needs.
Present Administrative Structure
1. General Conference
The General Conference is the highest governing authority of the General Missions Department under the General Assembly. It oversees all matters relating to mission administration and policy.
For practical convenience, the Conference is generally convened once every two years.
Representatives from various Mission Fields gather during the Conference to participate in:
• Worship services reflecting diverse cultural backgrounds
• Mission reports and presentations
• Ministry activities and special programs
• Deliberations on important matters concerning the advancement of missions
The Conference serves as a vital platform for spiritual fellowship, cultural exchange, vision-sharing, and collective decision-making.
2. General Board
The General Board functions as the governing body during years when the General Conference is not held, acting on behalf of the Conference.
The Board is composed of:
• One representative from each Section of Mizoram UPC
• Area Supervisors from the mission fields
The General Board is responsible for:
• Reviewing and approving departmental budgets
• Discussing ministry developments
• Making administrative and policy decisions concerning mission work
3. Missions Fields and Areas
At present, the Home Missions ministry is divided into five administrative Areas:
1. North Eastern India Area I
2. North Eastern India Area II
3. North Bengal Area
4. Eastern India Area
5. Central India Area
Each Area is supervised by an Area Supervisor, a highly important administrative leadership position within the Missions Department. The churches within these five Areas are further organised into 18 Mission Fields, each entrusted to a designated Field Pastor responsible for pastoral care, administration, and ministry oversight.
